MINUTES OF SELECTMEN’S MEETING
September 4, 2008
1. The meeting was called to order by Chairman Hal Ferguson at 9:00pm. Selectmen Rick Micklon and Leonard Adler were present.
2. On a motion by Rick Micklon, 2nd by Hal Ferguson, ALL voted to accept the minutes from August 20, 2008 Board Meeting as read.
3. On a motion by R. Micklon, 2nd by Hal Ferguson, ALL voted to sign Warrant #4 to pay the towns bills.
4. MMA sent the town a check for insurance dividends the total amount was $3,268.00. The MMA Workers Compensation fund allowed funds to be divided amongst members that had a loss ratio that was less than 50% for the three years ending Dec.2007. Each will receive 4.86% in our case $757.00. MMA Property & Casualty voted to allow a dividend to members who had a loss ratio of 50% or less those that had been members before July 2001 earn a 3.43% or in our case $770.00. Those members that participate in both MMA programs will receive and additional 1% dividend. MMA's Unemployment Compensation Fund had its distribution of dividends voted by the executive Committee of MMA to give out dividends from 2006 Fund Year to those eligible participants during the third quarter of 2008. We received $1,741.00 as Otisfield's share. Great
Job Otisfield on good management practices and sound loss prevention measures which have contributed to the success of these programs.
5. Annual Junkyard hearing is set for Oct.1, 2008. Richard St. John will visit all 3 licensed yards before the hearing.
6. The Board was presented a copy of the Planning Board Bylaws for review. Next meeting they will discuss and vote upon them.
7. The Board would like Lenny Adler who was just voted Chairman of the Ordinance & Policy Review Committee to check with his committee to see if anyone else would chair
the committee in his place, now that he is a selectman.
8. The Board would like to have a meeting with Fire/EMA/ Selectmen and any other people who need to learn the basic steps of NIMS in the future. Frank Blauvelt shall coordinate this program.
9. The Board & Chief Hooker will be meeting with Stephens Memorial Hospital Board and PACE on the 11th to discuss the EMT's as first responders in Otisfield. 6pm
10. The Conservation Committee will be having a site walk of the trails at Heniger Park on the 12th at 6pm. Public is welcome
11. Karen Turino was present to discuss further her concerns which she spoke about at the town meeting, citizens losing their homes due to nonpayment of taxes and wondered what could be done to help these people. Lenny Adler told her that the process is governed by state law and that you have to follow the practice to the letter of the law. The town does not throw people out of their houses. In all my years I do not ever remember doing that. We work with the people; we'd rather have the tax money than own their real estate. She is also concerned about the older people or actual anyone that may have a hard time heating their homes this winter. Asked if their any programs available? Marianne told her about the coordination between Churches and other citizens that have donated funds for fuel. The County is setting up
meetings of the various agencies to get people aware of the problems that we may face this winter. Our Fire Dept has kept a sharp eye out for those that live alone; they have notified me in the past if someone needs help.
